The Pwersa ng Masang Pilipino of former President Joseph Estrada backed calls by undefeated three-term Mayor Lito Atienza to put the entire City of Manila under full control and supervision of the Commission on Elections following discovery of a plot involving the camp of Mayor Alfredo Lim to fabricate official results of the elections for president, vice president and mayor in advance of the May 10 polls.

“We will support Mayor Atienza’s decision,” President Estrada said in a statement issued by his spokesperson Margaux Salcedo.

Estrada’s PMP party had earlier endorsed the comeback bid of Atienza for a record fourth-term as Manila Mayor against incumbent Alfredo Lim, whose men were linked by a concerned City Hall to a conspiracy to rig election results in Manila by using pre-fabricated election results supposed to be transmitted to the Comelec through the internet soon as the polls close in Manila on May 10.

The witness, Ms. Ronilda Reluya, had issued a sworn statement testifying that she herself saw accomplished election returns for the May 10 elections for the post of president, vice president, mayor down to councilors which showed that Lim already won the still to be held mayoralty elections, with LP bets Noynoy Aquino and Mar Roxas also winning over their opponents.

Reluya, a computer operator at City Hall’s electronic data processing unit under the Office of the Mayor, also testified that at least eight people carried out the scheme after all the EDP personnel were asked to leave the office. She said she discovered the anomaly soon as they came back to work.

In a press conference, Atienza asked the Comelec to reshuffle their personnel assigned to man Manila’s polling centers even as he appealed to concerned groups, including the Parish pastoral Council for Responsible Voting to remain vigilant against all attempts to thwart the popular will of the people of Manila in the coming elections.

Alfredo Lim’s Camp Prepared A Fabricated Poll Plot

Comebacking Manila Mayor Lito Atienza yesterday called on the Commission on Elections to place the city under its control following the discovery of election returns containing numbers of Precinct Count Optical Scan (PCOs) machines that are being prepared at the City Hall.

Atienza said there was clearly an attempt on the part of incumbent Mayor Alfredo Lim and Vice Mayor Isko Moreno to rig the election results in the city because the “ready counted ballots” with PCOS number were being prepared right inside the Electronic Data Processing (EDP) of the Office of the Mayor.

Apart from full Comelec control, Lito Atienza also asked Commissioner Jose Melo to disqualify Lim for violating the election law which can be considered a criminal offense. He said he also wants a manual counting of votes to prevent fraud.

Atienza also urged Melo to relieve the Comelec district supervisor in District 1 because of his possible connivance with Lim’s camp. He added that Parish Pastoral Council for Responsible Voting (PPCRV) should also keep a close watch on the electoral process to stop any form of cheating during the elections.

The former DENR secretary’s pronouncements came following the expose made by Ronilda Reluya, Computer Operator 1 assigned at the Electronic Data Processing (EDP) Unit, an office under the Office of the Mayor of Manila.

In her complaint-affdavit, Reluya said she accidentally discovered the election fraud attempt last April 26. She said that around 10:30 a.m., about eight people clad in civilian clothes but wearing IDs showing they are employees assigned at the Office of the City Legal Officer, went inside the EDP unit.

Surprisingly, she said their boss, EDP chief Gary Tan, through his assistant, Clarice de Leon, ordered them to get out of the office as the people who have just arrived would be using their computers.

Reluya said they were even told to take a walk at the nearby SM City Manila. But while her coworkers went out, she opted to stay to be observe what those people were up to.

After about 30 minutes, the eight people left. But she noticed that one of the computers was not properly logged off.

“Out of curiosity, I took a peek of what was displayed in the monitor. I read the title/caption of the file they prepared as ‘Election 2010-Election Proper.’ I then browsed the data in the said file and I saw that it yielded election results for the May 10, 2010 elections for the position of president, vice president, congressman, mayor, vice mayor and city councilors,” Reluya said in her affidavit.

She added she was shocked to find on top of her table several pieces of paper, which turned out to be the print outs of purported election results. She said she secretly took the papers and had them photocopied.

“It was only then that I was able to see that those papers are print outs of results of votes cast at various clustered precincts at the Amado V. Hernandez Elementary School, with PCOS 101, 102, 103, 104, and 105, and these are being transmitted elsewhere,” said Reluya, who resigned from her post out of fear that Lim’s group would get back at her.

“We are confident of the evidence that we have. I think this is enough reason for Mayor Lim to be disqualified this coming elections,” Lito Atienza stressed, adding that Lim’s camp is desperate to resort to fraud just to win in the elections.

MANILA – Barangay leaders of Manila have warned that voting for Mayor Alfredo S. Lim in the May 10 elections may later be useless in the wake of big graft charges filed against him before the Office of the Ombudsman.

Voting for Lim may be useless as he may even be booted out of office, especially if he will be convicted for the graft charges in connection with the Century Park Hotel lot sale for only P1 billion to a company of taipan Lucio Tan when the property could fetch for P3 to P4.5 billion, said the barangay leaders and members headed by Ernesto Jose of Malate.

Jose and the barangay leaders pointed out that aside from the highly questionable Century Park Hotel deal, Lim and other city officials were also charged with graft and malversation in connection an alleged 5,500 “ghost cheeseburger” purchase for supposedly a one day event for P221,250 last year from the small Angel’s Burger House in San Juan City.

All the charges against Lim and the other city officials, including Rafaelito Garayblas who is secretary to the mayor and acting president of the Pamantasan ng Lungsod ng Maynila, were filed by no less than lawyer Reynaldo Bagatsing, a former consultant, aide and campaigner of Lim.

“Sayang na sayang ang mga boto kay Lim dahil napakalakas ang mga ebidensiya sa kanya sa mga kasong korupsyon,” Jose stressed.

“Nakakahiya na pinalabas nina Mayor Lim na nagkaroon ng isang pagpupulong ang mga barangay noong Agosto 27, 2009 at binilhan nina Lim ang pagpupulong na ito ng 5,500 hamburgers mula sa Angel’s Burger House na nasa San Juan pa,” said Jose.

“At bakit kaya sa San Juan pa bumili ng 5,500 hamburgers eh meron naman sa Manila ?” dugtong ni Jose.

Jose and the barangay leaders appealed to the Office of the Ombudsman to expedite their investigation on the graft cases filed against Lim and other city officials so that the Manilans, especially the voters in May, will be guided accordingly.

He said that already Lim and his officials have been asked by the Ombudsman to explain the controversial transactions with the Lucio Tan company in connection with the Century Park Sheraton lot deal.

Lim’s Achievements Nothing Compared To Atienza’s

Comebacking Manila Mayor Lito Atienza enumerated effortlessly during a forum the achievements of his administration which greatly benefited his beloved Manilans.

These include housing projects and health care, livelihood and sports programs that helped improve the quality of life of the city residents.

His accomplishments dwarfed all the things his rival, outgoing Mayor Alfredo Lim, was claiming to have achieved.

The gathering and covenant signing, which was organized by the Parish Pastoral Council for Responsible Voting (PPCRV) at the Manila Cathedral School in Tayuman, Tondo, was held in a bid for a peaceful, honest, clean and credible elections.

Several residents took interest in witnessing the event as it gave them the opportunity to get to know better the city’s mayoral and vice mayoral candidates as well as their programs for Manila and the people.

Another political nemesis of Atienza, former Philippine National Police chief Avelino Razon, who appeared to be a rank outsider during the debate between Atienza and Lim, also attended the event.

Also present were Atienza’s running mate, Bonjay Isip and her political rival, Vice Mayor Isko Moreno.

Atienza’s each response was met by rousing applause from the audience–a clear indication that they approve of him and that they benefited from the projects he initiated during his term.

Knowing that Atienza’s achievements and leadership are far better, it wouldn’t be surprising if Lim’s supporters have already changed their minds and support the former Environment secretary instead.

Apart from this, Lito Atienza is also known to be a God-fearing person and a staunch Pro-Life advocate.

“We do not want a bully, motormouth and a reckless mayor. We want Atienza back in Manila,” one resident said.

Lim is now facing a libel complaint for publicly accusing Atienza’s son, Arnold “Ali” Atienza, of using illegal drugs during a debate last Thursday at the Manila Polo Club.

It can be recalled that during Lim’s previous terms as the city mayor, he spray-painted the houses of suspected drug dealers with the words “drug pusher” to shame them.

“He should have done it at his own son’s house first,” added another resident who attended the debate.

Young Atienza Twits Lim Over Drug User Claim

Former Manila Sports Council (Masco) Chairman Arnold “Ali” Atienza yesterday twitted incumbent Mayor Alfredo Lim for branding him as an illegal drug user, saying he never touched prohibited drugs, being an Asian champion athlete who had devoted his life to the propagation of the sport of taekwondo.

Lim pointed an accusing finger on Atienza when the incumbent Manila mayor was asked his opinion on the proliferation of illegal drugs in his city during a debate with former Manila Mayor and his chief rival Lito Atienza, which was sponsored by the Rotary Club of Manila last Thursday.

Lim even claimed the younger Atienza was committed to a rehabilitation center due to drug addiction.

“This is gutter politics at its lowest. That is one big lie!,” the younger Atienza said. “If Mr. Lim does not have anything to besmirch my father’s name, he should not concoct tales like having a drug user in our family if only to prop up his sagging stature. Maybe Mr. Lim does not look at his own family”, Ali Atienza said. Lim had also claimed Atienza was never seen during his term as Manila Mayor from 1992-1998, when the elder Atienza served as his vice.

“If Mr. Lim is speculating that I was under rehab at that time, maybe he should try to recall his activities to remember that during those years, I even paid a courtesy call to him, and also former President Ramos, to present my gold medal as an Asian taekwondo champion,” the younger Atienza said.

Ali Atienza, who also once served as presidential adviser on youth and sports, became the very first Filipino gold medalist when he won the most coveted mint in the 1994 Asian Taekwondo Championships at the age of 21. “All my life, I devoted my time and energy to sports, even after my retirement from active competition. I kept myself fit, I can even deliver a roundhouse at any time I’m challenged,” Ali said. Ali used to head the Manila Sports Council (Masco) and it was under his watch when the Manila Youth Games (MYG) were started. The MYG became a feeder of champion athletes who excelled not only in the Palarong Pambansa, but in other regional and international competitions, as well, including the Southeast Asian Games.

In 2008, Lim’s son, Manny, was arrested and detained for alleged drug pushing, trafficking and drug use.The younger Lim and a companion were arrested on March 14, 2008 at the Pharaoh Hotel in Sta. Cruz, Manila during a buy bust operation. He was released on a P400,000 bail, which was reduced from
P600,000 after they were found in possession of around 100 grams of metamphetamine hydrochloride or shabu.

The younger Atienza said he wants to find out what happened to the case, although reports had it that the investigators handling the younger Lim’s case have all been dismissed from service already.

Garbage preventing floods from receding – Atienza

MANILA – Tons of non-biodegradable garbage and water lilies are keeping floodwaters contained in various areas in Metro Manila, Environment Secretary Lito Atienza said Thursday, as he stressed the need to strictly implement the waste management law.

“This [effects of tropical storm Ondoy] should be a wake up call. We must change our ways. Dispose of your garbage properly,” Atienza said in an interview with ABS-CBN’s Umagang Kay Ganda.

He said drainage systems in Manila are clogged with non-biodegradable garbage. He added that water lilies from Laguna de Bay and Pasig River are also preventing floodwaters from receding.

“There are obstructions in the natural drainage. Water from Laguna de Bay is not flowing because of water lilies and fish pens. Technically, it should flow to Pasig River and then to Manila Bay and to the South China Sea,” Atienza explained, adding that if garbage were only properly disposed, floodwaters could have receded as soon as rains stopped pouring last Saturday.

He said President Gloria Macapagal Arroyo, through the Department of Environment and Natural Resources (DENR), is urging all local governments to strictly enforce Republic Act 9003 or the Ecological Solid Waste Management Act of 2000.

He added that he has ordered the Laguna Lake Development Authority (LLDA) to prevent the reconstruction of fish cages in the Laguna de Bay that were destroyed during the storm’s onslaught.

Officials said 90 percent of Pateros and 53 percent of Taguig remain in chest-deep floodwaters. Several areas near Pasig River, including Rizal and Pasig City, and areas in Laguna province were still flooded, as of posting.

The government’s relief operations have also been hampered by stagnant floodwaters, particularly in Pasig City and Rizal towns.

Atienza confident RP can hit $1-billion investments in mining

Environment and Natural Resources Secretary Jose L. Atienza yesterday expressed optimism that the Philippines will be able to achieve its original investment target this year of $1 billion instead of its revised target of just $800 million.

Atienza was interviewed on Bloomberg TV in Singapore while attending the Asia Mining Congress. He said the DENR’s renewed optimism is due to the announced investment of Intex Resources and the start of production of at least four gold mining firms.

While acknowledging that the Philippines has been affected by the global economic recession, Atienza said “we have no reason to doubt that we will accomplish our targets.”

In fact, “we are sitting on a mountain of gold, he added.”

The DENR head stressed that “our mineral resources have kept investors focused on us.” He noted that there is a continuing investor interest in nickel production despite the current cyclical drop in nickel prices.

Atienza said nickel production this year is projected at around 100,000 tons of concentrate.

In his keynote address Wednesday, at the Asia Mining Congress in Singapore, Atienza assured potential investors that the Philippine order concern through government continues to addresss the peace and the creation of an Investment Defense Force.

He said the government would continue to “support and pursue” the more than 60 mining development, exploration and mineral processing projects that have been identified as part of the Philippine mining sector’s revitalization program.

These include the Xstrata/Sagittarious Mines Tampakan copper project, Sumitomo’s high pressure acid leach (HPAL) project and Intex Resources’ Mindoro nickel and fertilizer project.

The DENR chief also cited the start of production of two gold mines, that of Filminera Resources Corp.’s Masbate project and Philsaga Mining Corp. in Agusan.

Atienza also mentioned Carmen Copper Corp.’s Cebu mine which is slated to start operation this year.

“The operation of these three mines,” Atienza said, “amidst the crisis, is a significant achievement for us.”

Atienza pointed out that the entry of “some large Philippine corporations, who are acknowledged leaders in their core businesses, also augurs well for our mining industry.”

Atienza noted that “once the world recovers from the crisis, the developing world is expected to drive global growth” with demand coming from China and India, as well as from Japan and Korea.

“We believe that our growth prospects remain excellent. The industry’s growth may slow down, projects might be delayed, but we believe that long-term prospects remain good,” he said.
