Comebacking Manila Mayor Lito Atienza yesterday called on the Commission on Elections to place the city under its control following the discovery of election returns containing numbers of Precinct Count Optical Scan (PCOs) machines that are being prepared at the City Hall.

Atienza said there was clearly an attempt on the part of incumbent Mayor Alfredo Lim and Vice Mayor Isko Moreno to rig the election results in the city because the “ready counted ballots” with PCOS number were being prepared right inside the Electronic Data Processing (EDP) of the Office of the Mayor.

Apart from full Comelec control, Lito Atienza also asked Commissioner Jose Melo to disqualify Lim for violating the election law which can be considered a criminal offense. He said he also wants a manual counting of votes to prevent fraud.

Atienza also urged Melo to relieve the Comelec district supervisor in District 1 because of his possible connivance with Lim’s camp. He added that Parish Pastoral Council for Responsible Voting (PPCRV) should also keep a close watch on the electoral process to stop any form of cheating during the elections.

The former DENR secretary’s pronouncements came following the expose made by Ronilda Reluya, Computer Operator 1 assigned at the Electronic Data Processing (EDP) Unit, an office under the Office of the Mayor of Manila.

In her complaint-affdavit, Reluya said she accidentally discovered the election fraud attempt last April 26. She said that around 10:30 a.m., about eight people clad in civilian clothes but wearing IDs showing they are employees assigned at the Office of the City Legal Officer, went inside the EDP unit.

Surprisingly, she said their boss, EDP chief Gary Tan, through his assistant, Clarice de Leon, ordered them to get out of the office as the people who have just arrived would be using their computers.

Reluya said they were even told to take a walk at the nearby SM City Manila. But while her coworkers went out, she opted to stay to be observe what those people were up to.

After about 30 minutes, the eight people left. But she noticed that one of the computers was not properly logged off.

“Out of curiosity, I took a peek of what was displayed in the monitor. I read the title/caption of the file they prepared as ‘Election 2010-Election Proper.’ I then browsed the data in the said file and I saw that it yielded election results for the May 10, 2010 elections for the position of president, vice president, congressman, mayor, vice mayor and city councilors,” Reluya said in her affidavit.

She added she was shocked to find on top of her table several pieces of paper, which turned out to be the print outs of purported election results. She said she secretly took the papers and had them photocopied.

“It was only then that I was able to see that those papers are print outs of results of votes cast at various clustered precincts at the Amado V. Hernandez Elementary School, with PCOS 101, 102, 103, 104, and 105, and these are being transmitted elsewhere,” said Reluya, who resigned from her post out of fear that Lim’s group would get back at her.

“We are confident of the evidence that we have. I think this is enough reason for Mayor Lim to be disqualified this coming elections,” Lito Atienza stressed, adding that Lim’s camp is desperate to resort to fraud just to win in the elections.

Comebacking Manila Mayor Lito Atienza alights from his pedicab during a motorcade in District 2 in Tondo to mingle with residents who welcome him not only with rousing cheers, but also with kisses, hugs and assurance that they will solidly support him on May 10 because of his genuine concern for the Manilans.

Seven generals who used to head the Manila Police District are endorsing the candidacy of comebacking and soon to be the first four-term Manila Mayor Lito Atienza.

“We stand firmly behind him (Atienza) in his quest for the mayoralty of Manila in this coming 2010 elections,” said Gen. Narciso Cabrera, Gen. Ernesto Diokno, Gen. Edgar dela Torre, Gen. Pedro Bulaong, Gen. Proceso Almando, Gen. James Barbers and Gen Vicente Vinarao.

They expressed confidence in the leadership and competence of Atienza, whom they also admired for being a God-fearing man.

“We, who have spent more than 100 years of combined dedicated service in the Manila Police Department, firmly believe in the proven capabilities of Mayor Lito Atienza because more than anything else, he is a God-fearing human being,” said the retired generals’ statement of support for Atienza.

This clearly indicates that there is no truth to speculations that either–-or both–Mayor Alfredo Lim, who was a former police general and chief of the Western Police District; or former Philippine National Police chief Avelino Razon will get the support of the officials and members of the police force.The generals added that they solidly support Atienza because of his ideals and advocacy that genuinely focuses on improving the quality of life of the Manilans.

They also said that Atienza always takes into consideration the welfare of the city’s retired police officials. “His vision and advocacies are all focused towards the welfare and upliftment of all Manilans and his beloved city, particularly Manila Police retirees who received unprecedented cash benefits not given by any other mayor,” the generals stressed.

Further, the retired police officers emphasized that Atienza’s track record as a mayor is exceptional, unequaled and has even surpassed the combined achievements of Manila’s previous local chief executives.“ His proven record of accomplishment as former Mayor of Manila remains unmatched and surpasses all the achievements of his predecessors put together which is a living testimony to his executive ability par excellence,” they said.

Peoples Movement Against Poverty (PMAP) chairman Ronald Lumbao endorsed the candidacy  of comebacking Manila Mayor Lito Atienza and the rest of the candidates of “Buhayin ang Maynila” ticket during a kick-off rally in Sampaloc Manila the other night.

Lumbao expressed confidence in the competence of Atienza and his team, saying they are very much capable of improving the quality of life of the Manilans, especially the poor residents.

He stressed that he chose to support the return of the former Environment secretary to the mayoralty of the city of Manila because they share the same vision for the poor.

Lumbao added that it is Atienza, not Mayor Alfredo Lim, who has the genuine heart for the poor.

He said Lim had failed to make good his promises during the 2007 elections that he would initiate programs that would alleviate the poor from poverty.

“Mayor Lim is a liar. When he ran in 2007, he promised Manilans that he would provide them with jobs, businesses and other livelihood opportunities. But none of those promises were fulfilled.  In three years, he has done nothing to help his constituents, especially the impoverished families,” he said.

PMAP is one of the biggest groups which has been fighting to improve the plight of the poor. It has also endorsed the candidacy of comebacking President Joseph Estrada.

“Of all presidents, it was only during the administration of former President Estrada that the poor were truly prioritized. We want him to become president again so that he can continue his programs for the masses,” he said.

Apart from Lumbao, Estrada also repeatedly expressed disgust over Lim’s failure to fulfill his  commitment with the people of Manila.

Estrada said Lim is a liar who did not honor his word and broke his promises to the city residents soon after he won the 2007 elections.

Lito Atienza is currently a part of the list of prospects who will participate in the elections for Manila mayor. It would be virtuously good if voters during the elections for Manila mayor would pick someone who was vocally against abortion. The position of Lito Atienza as one of the beginners of Home for the Angels has consistently been that abortion is the ultimate child abuse and must be stopped at all costs. The Home of the Angels is a center signified to be action pointed and serves as the accompaniment solution to anti-life challenges. It is a concrete symbolization and generator of hope at the same time for many people.

During these Manila elections, let us not forget that the Home for the Angels has been a consistent crisis home for abortion survivors and has helped many neglected, abused and exploited infants ever since it was founded fourteen years ago. It has assisted many victims and potential victims have a new set of lives and all of these is due to the kind heart of Lito Atienza. The elections for Manila mayor would certainly be a half-baked race if it did not include an option such as him. The post of Manila mayor is a position of action conjugated with great hopes.

A total of 301 babies were assisted and accepted for case management and crisis intervention from year 1996 to the present and a total of 4,371 men, women and teenagers were assisted and referred through crisis intervention by phone and walk-in referrals from 2006 to the present in the center. A total of 356 students and private individuals were served and provided with Respect for Life Orientation while a total of 314 children ages 0-6 years old for Early childhood care and Development were served in alternative Day Care services through the Learn and Play Outreach Program. These are works of a man who surely deserves to succeed in the Manila elections. In the elections for Manila Mayor, these are deeds of a man that should be up there when we use our discernment.

Lito Atienza is one of the most upright citizens of our country. It is with such great enthusiasm that the electorate welcomes him for the Manila elections. During these elections for Manila mayor, his deeds of heroism towards our society’s forgotten individuals will not be forgotten. The Home For The Angels is an establishment which he founded in order to share his vision that no individual should be deprived of care and love.
